Grants and Compliance Specialist


Position Summary:

The Grants and Compliance Specialist will be responsible for providing UCPW’s global team with grants management and compliance support to ensure that UCPW’s global portfolio of projects is effectively implemented, monitored, and measured in accordance with donor regulations and UCPW requirements and procedures. She/he will assist in the ongoing development and rollout of systems and procedures to ensure effective grants compliance, monitoring, implementation, and close out, providing remote and in-person compliance trainings for relevant staff globally. The Grants and Compliance Specialist will lead capacity building of project and partners staff on standards, best practices, and compliance issues related to managing USAID and other donor-funded grants. S/he will conduct periodic audits of project files and risk assessments to identify areas of risk and will advise senior management and project staff on critical grant management issues based on in-depth knowledge of USAID and preferably other donor policies and regulations and review of relevant award documents.

Expected Duties and Responsibilities: 

Under the direction of the UCP Wheels’ Global Programs Manager, the Grants and Compliance Specialist will be responsible for performing the following primary tasks:

  • Review, design, and revise existing policies and procedures and associated tools for developing, implementing, monitoring, and closing grants according to USAID and other donor regulations
  • Review and revise organizational and project-specific contracting and subaward templates periodically
  • Provide advice and recommendations relating to grants management and compliance to UCPW headquarters and field-based staff and consultants
  • Coordinate periodic grant monitoring and risk assessment meetings and activities using appropriate grant management tools
  • Support or lead timely grant start-up, mid-term review, and closeout meetings so project and HQ staff understand contractual obligations and donor compliance requirements
  • Review and vet subawards and contracts issued by UCPW and support on subaward and contract compliance as needed
  • Work with relevant program’s staff to ensure donor communications, requests, and modifications are resolved, recorded, and documented in a timely manner
  • Conduct periodic checks of information management and filing system, ensuring award files are up-to-date, comprehensive, and “handover ready” at any time
  • Provide training to program staff on UCPW policies and procedures and donor regulations
  • Support program and finance staff with grant revisions, modifications, no-cost and cost extensions, and budget realignments as needed
  • Develop donor certifications and assurances, pre-award questionnaires, and other compliance-related documentation in collaboration with program and finance teams
  • Serve as resource for headquarters and field staff questions on cost allowability and provide budget oversight as needed and requested by supervisor
  • Provide audit support as needed, including on-site verification visits
  • Maintain a broad and deep understanding of relevant donor policies, regulations, and procedures
  • Inform UCPW headquarters of relevant changes to donor rules and regulations, including USAID implementing partner notices for assistance awards


Qualifications and Experience:
  • Bachelor’s degree or higher in relevant discipline; advanced degree preferred
  • Minimum of four years of relevant grants management and compliance experience with an international development organization
  • Experience overseeing compliance for donor-funded programs, including US government-funded programs
  • Demonstrated familiarity with 2 CFR 200, 2 CFR 700, USAID Standard Provisions, 2 CFR Part 228; and ADS 300 required; familiarity with other major donor regulations (e.g. World Bank, United Nations) highly preferred
  • Experience with internal systems strengthening and policy development; prior oversight and financial management of contractors and sub-recipients a plus
  • Experience or interest in staff and partner compliance capacity building in international development context
  • Experience with project audits and reviews and follow up on audit recommendations preferrable
  • Demonstrated experience maintaining timely and positive communication and collaboration with partners across multiple locations
  • Experience conducting and overseeing USAID procurements a plus
  • Excellent teamwork, written, and verbal communication skills
  • Ability to work independently within expressed parameters; completing regularly scheduled tasks with adherence to strict deadlines is essential
  • Willingness to travel internationally several times each year
  • Fluency in English required; fluency in Spanish, Mandarin, Ukrainian, Russian, or Bahasa a plus
